The rule of thumb I was told was to load the more specific mods AFTER the more general mods. The conflicts were quite easy to resolve. I did some Googling to learn a bit about load order. I just set the Rules for the mods that Vortex told me were in conflict. For each mod Vortex lets you say "Load this mod after that mod". Resolved the conflicts using the Rules functionality of Vortex. I was able to get all the mods (the ones I wanted) working just using Vortex. I learned that LOOT is not yet compatible with Vortex. Enabled mods have an asterisk preceding the filename. Simply put it in the correct folder, and check that the mods are actually enabled. This should allow you to sort both the SE and VR mods, but it will send your load order to the Special Edition's folder in appdata.
